Understanding pricing :
A Notarial Act is not based on the number of signatures the Notary has to acknowledge or witness, But the number of times a notary has to sign and stamp their name.
For Example if there is only one acknowledgment or Jurat (witnessing) for the notary to do meaning the Notary signs and uses their stamp once but 4 people are signing it. All signatures on that one action are considered a single Notarial Act.
If there are multiple pages that the Notary is required to acknowledge or witness a signature and use their signature and stamp, but there is only one person signing each time the Notary performs an acknowledgment or Jurat that is a Notarial Act. For instance a contract has 4 out of 30 pages that require a jurat, That would be 4 Notarial Acts.
